Pennsylvania Health Information Exchange (PHIX) Executive Order 2008-03 established the Pennsylvania Health Information Exchange -or PHIX. The goal of PHIX is to create a statewide system for improving the authorized access to electronic health information for all Pennsylvania's health care providers, payers and patients. The use of a secure statewide information exchange can offer necessary electronic health information to health care practitioners providing services at the point of care, improve patient safety, reduce redundant tests and procedures, lead to a reduction in overall health care costs while gaining efficiency in public health monitoring and tracking. The PHIX Advisory Council, comprised of stakeholders from across the Commonwealth, provides input on strategies, issues and recommendations.
